Southwark Council’s Chief Executive cites the Borough’s work with TMOs as a pioneering example of localism put into practice at a Guardan event for Local Government leaders from across the country. Eleanor Kelly cited Southwark’s work with the Leathermarket JMB Tenant Management Organisation as an example of true localism in action in Southwark.
Eleanor said that Southwark Council had helped Leathermarket JMB to become first self-financing TMO in the country and gave a very brief overview of what self financing was (i.e. retaining all the rents and service charges and providing all the services for residents in manner they determine). Why this shows real leadership in localism is that the JMB sets its own priorities, driven by its residents, rather than just having the councils priorities imposed on them.
